We’ve built WIN on the idea that our customers are the most important key to our continued success. From the top down, we try to embrace that idea every day. WIN is led by an eight-person executive team, with decades of telecommunications and technology industry experience and knowledge to the table. Meet our executive team below, and click on each name for more information about their career and role at WIN.

Scott Hoffmann, CEO

Scott Hoffmann is Chief Executive Officer at WIN. He is responsible for overseeing all business units and setting the strategic direction of the company. Scott joined WIN in 1999 as its first employee. He was tasked with the start up and growth of WIN and has led the company since. Today he is CEO of Communications Management Group, a holding company that owns and operates WIN, Airstream Communications, and SMB Group. He serves on the board of directors for Midwest Video Solutions. He is a co-founder of INDATEL Group, an industry consortium, and now serves on its board. Scott holds a Bachelor of Science Degree in Electrical Engineering from Milwaukee School of Engineering, a Master’s Degree in Electrical and Computer Engineering from Marquette University, and an MBA from University of Wisconsin-Oshkosh. Scott and his wife Ann have two children and live in a suburb of Eau Claire. In his free time he enjoys soccer, reading, traveling, golfing, and working around the house. He serves as League Commissioner of Chippewa Valley Soccer League, an Eau Claire area soccer league of 1,100 youth.

Matthew Yach, COO

Matthew Yach is the Chief Operations Officer at WIN. He is responsible for managing all day-to-day activities of WIN’s Internet, transport network, and data center. Matthew brings a combined 15 years of industry experience to WIN. Previously he worked at HickoryTech as a Network Support Manager. In 2013 Matthew earned his Metro Ethernet Forum (MEF) Carrier Ethernet Certified Professional (CECP) certification. Matthew earned his Bachelor of Science from University of Wisconsin-Stout. He is a United States Army veteran of eight years spent in the Signal Corps as a Telecommunications System Device Specialist.

Russell Berg, CTO

Russell Berg is the Chief Technology Officer at WIN. He is responsible for product development and special projects, assists with the architecture and implementation of upstream Internet connections for WIN’s network, helps respond to large RFP opportunities, and develops and maintains external relationships with our industry partners and associations. Russell has been in the telecom industry since 1985. Prior to WIN, he worked at AT&T Bell Labs as well as several other local and long haul carriers. Russell has supported several cutting-edge telecom projects, including implementing a new E-911 service, developing the first dial-up Internet service in northern Wisconsin, expanding a CLEC long distance network, designing and supporting multiple data centers, and working on multiple iterations of a statewide government/education network. Russell holds a Bachelor of Science Degree in Electronics Engineering Technology from DeVry University and an MBA from the Keller Graduate School of Management. In his spare time, he is a volunteer firefighter and Emergency Medical Responder and enjoys making maple syrup in spring with his family.

Bob Hurtgen, VP - Sales & Business Development

Bob has been with WIN for over a decade, assisting with sales growth.  Most recently, he’s participated in growing the company’s sales organization, and in business development and marketing efforts. Bob has 20 years of telecom industry experience in various sales and marketing roles, beginning with MCI, where he managed government and public sector accounts. Prior to joining WIN, he participated in a telecom start-up. Bob started his career with positions in the Wisconsin State Legislature as a policy and media relations staffer, and as an independent contract lobbyist, where he focused on economic development and tax issues.

Lee Lappin, VP - Finance & Accounting

Lee Lappin is Vice President of Finance and Accounting at WIN. He oversees all financial processing and reporting, as well as manages Human Resources and our staff of administrative assistants. Lee brings 23 years of industry experience to WIN. He previously worked as Accounting Manager, Corporate Controller, COO, Product Manager, and in Human Resources. Lee holds a Bachelor of Science in Accounting from University of Wisconsin-LaCrosse and is a Certified Public Accountant. In his free time he enjoys camping, golfing, and spending time with his family.

Roger Hermsen, Director - Access Network Alliances

Roger Hermsen is the Director – Access Network Alliances at WIN. He is responsible for assisting in the development of public-private partnerships with local government & other stakeholders, to facilitate the expansion of broadband in local communities. Roger has served in multiple capacities in the telecom industry since 1989, with responsibilities for the overall operations of several independent telco operations in Wisconsin that were faced with growing customer demands for high bandwidth and rapid network evolution. Roger is a past President of the Wisconsin State Telecommunications Association (WSTA), and has also served on the boards of WSTA, Access Wisconsin, and the Wisconsin Locally Owned Telephone Association. Roger holds a Bachelor of Business Administration Degree in Finance from the University of Wisconsin-Whitewater.   In his spare time Roger enjoys skiing, golfing, hiking and traveling with his family.

Kristina Bourget, VP - General Counsel

Kristina (Tina) Bourget is Vice President and General Counsel at WIN and is a member of its executive leadership team. She is responsible for the centralized oversight of compliance and enterprise risk management for WIN. In addition, Tina is responsible for the management of all contractual relationships for the company. Tina has more than 24 years of legal and compliance experience. Prior to joining WIN, she served as a circuit court judge in Eau Claire County where she presided over a general jurisdiction court and was engaged in private practice focusing on business and trademark issues. She also brings to WIN over a decade of utility experience, having served as assistant general counsel for Xcel Energy’s Wisconsin utility. Tina graduated from the University of Wisconsin Law School where she was inducted into the Order of the Coif. She obtained her undergraduate degree in Finance from the University of Wisconsin-Eau Claire. In her free time, Tina enjoys spending time with her family, traveling, and reading.

Ken Dickerson, VP I.T. Services

Ken Dickerson is a credentialed business executive with a history of strong leadership. He implements well and has an impressive work ethic that is contagious with his contemporaries and clients. Ken brings over 20 years of experience in the Technology industry to the WIN Team, aligning premier technology solutions with customers’ business requirements for technology services, application and data availability, disaster recovery, and business continuity. Ken comes to WIN as the former Senior Manager with UnityPoint Health/HealthNet Connect. Previously, Ken was North American Director of Sales for Vitaphone Health Solutions USA with Worldwide headquarters in Mannheim, Germany, and former President for FutureHealth Software.
